thedailywhat: NYPD Civil Disorder Guidelines of the Day: An unidentified Occupy Wall Street protester claims they managed to score this list of civil disorder guidelines from the back of an NYPD van after being arrested. Nothing particularly scandalous here; most of these are very reasonable and straightforward. Indeed, it seems the only real problem with many of these guidelines — namely the ones about being tolerant, using minimum force, and distinguishing being troublemakers and onlookers — is making sure officers follow them.
